FINANCIAL MANAGEMENT ANALYST

Position Description

You will serve as a Financial Management Analyst in the F-35 Joint Program Office (JPO) Foreign Military Sales (FMS) Program of NAVAL AIR SYSTEM COMMAND HQ-OSF.

Position Duties/Responsibilities

  • Provides advice in the management, direction, oversight, and creation of policy in all areas of financial planning, funds allocation, budget execution, purchase request worksheet processing, contract financial administration, and cost estimating.
  • Requests, analyzes, and evaluates cost and pricing data to determine price reasonableness when relevant historical data and pricing precedents are generally not available or require extensive adaptation.
  • Plans, directs, analyzes, and administrates FMS Case budget and execution to fulfill requirements in the Letter of Offer and Acceptance (LOA).
  • Utilizes automated USN and USAF FMS financial accounting and reporting systems to include CRIS, CMCS, ABSS, CCaR, DIFS, SCIP, and DSAMS.
  • Prepares and monitors the status of a variety of reimbursable and direct cite funds usage documents in USAF financial system.
  • Reviews funding documents for complete and correct lines of accounting.
  • Ensures final billings are received, corresponding expenditures posted, and remaining funds are reverted back to the case for reprogramming, once materials and services have been delivered and accepted.
  • Responsible for submitting supporting documentation for the correction of financial discrepancies to DFAS and Bolling AFB.
  • Reviews invoices and voucher for accuracy, before approving for payment.
  • Responsible for the Tri-Annual Commitment/Obligation reviews by ensuring all commitments and obligations are appropriately reviewed, and modification/deletions are updated in the financial system.
  • Ensures Annual Case Reviews (ACR) required by the DSCA Reconciliation and Closure Manual (RCM), DoD 5105.65-M, is completed in a timely manner.
  • Supports USG-internal meetings, Case, Financial, Program Management Reviews, and annual case reviews.
  • Communicates with the Country, IPT leads, and cross-functional agencies to include DSCA, SAF/IA, SAF/FM, AFSAC, DFAS, Bolling AFB, or any other applicable organizations.
