DIRECTOR, PROCUREMENT FOR PROGRAM EXECUTIVE OFFICE (PEO) F-35 JOINT STRIKE FIGHTER (JSF)

You will serves as a member of the Senior Executive Service (SES) in the position of Director for Program Executive Office (PEO), F-35 Joint Strike Fighter (JSF) at the Naval Air Systems Command with an assigned duty location of Arlington, VA. You will serve as the senior contracts procurement official responsible for the management, negotiation, execution and administration of contracts for the multi-faceted Component, Department of Defense (DoD)-wide naval aviation program.
Position Duties/Responsibilities
- You will serve as the senior procurement executive for the department and supervise contractual implementation, business strategy, cost analyses, negotiations, contract terms and conditions of the procurements.
- You will develop operation procedures for the department to ensure a rapid flow of a wide variety of procurement documents, wide dissemination of complex procurement data and an active program of contract planning and administration.
- You will exercise the highest degree of judgment due to the continual multiplicity of procurement and contracting problems and answer inquiries and determine action plan with certainty and finality.
- You will review and ensure the work performed and results achieved by the Department are in accordance with procurement policy.
- You will provide expertise in acquisition planning; solicitation formulation and generation; business clearances; generation and award of contracts and modifications; cost and price analysis; negotiations; source selection.
- You will conduct and participate in Contract Review Boards; contract administration; close-out; file maintenance; claim adjudication; disposition of defective pricing actions; and participate in litigation activities.
- You will resolve complex problems submitted by the Division Heads and PCOs by providing approval or disapproval of a proposed pricing pattern submitted during the course of a negotiation.
- You will determine expeditious courses of action when requirements are altered subsequent to solicitation but prior to award; and evaluate of complex counter-proposal of a contractor in order to settle a matter of dispute.
- You will serve as a consultant to all echelons of the Command and higher authority on the contractual aspects of all procurements, both current and proposed.
- You will be responsible for the timely, legal and proper execution of the Department?s procurements, while addressing major contracting issues.
- You will support the positions established by subordinate negotiators, as necessary, at formal meetings and conferences with high level contractor representatives.
- You will review in detail and approve all major procurements within prescribed authority levels.
