GENERAL ENGINEER

This position is that of a General (Software) Engineer assigned to the TECHREP Office in Tucson, AZ, Code D551700, physically located in Tucson, AZ, supporting the Missile Defense Agency (MDA) and PEO IWS3A in software level support for the Sea Based Terminal (SBT) and SM6 BLK 1A SWUP and SM6 BLK 1AU programs, respectively.
Candidate is a senior software engineer with extensive missile development and acquisition experience.
General:
The incumbent supports all Software Engineering (SW), and Systems Engineering (SE), matters in support of Technical Representative oversight at the manufacturer’s sites CONUS and OCONUS. This position provides critical software technical support to IWS 3A STANDARD Missile and Missile Defense Agency. Specific duties include, but are not limited to:
• Performs as NAVY expert to lead Software (SW) and Systems Integrity (SI) Applications related to review of subject functionality within engineering processes.
• Provides technical assessment, fact-finding and information reporting (written reports and presentations) throughout product life cycle.
• Formulate expert opinions and conclusions, as well as perform as a group participant and project leader.
• Understand, formulate, and communicate overall project objectives and coordinate project scope and requirements.
Technical:
• Participates in joint Failure Investigation to identify root cause and recommend corrective action for failures in development, production or in-service, as needed, in support of the SW and SI Applications relevance.
• Assist with support and program oversight / management on Cyber Security issues related to programmatic, technical data and test sets/stations, where applicable to SW reliability.
• Provide inputs to the Program Protection Plans (PPP), Program Protection Implementation Plans (PPIP), and related SW/SI documents.
• Develop and publish changes to the Surface Missile Processing Description (SMPD) which provide official approval of technical changes and procedures.
• Serve as the on-site software equipment coordinator ensuring that all new and upgraded test systems are accomplished on-time to satisfy the high reliability for fleet combat readiness while ensuring the effective, safe, and orderly build-up of SM.
• Conduct periodic on-site visits to monitor and analyze missile and equipment efficiency and report status to USN Program Managers.
• Performs SW, SE, SI and CS technical document review in support of the following: System Requirements Review (SRS), Preliminary Design Review (PDR), Critical Design Review (CDR), Permit to Ship (PTS), Mission Control Panel (MCP), and Mission Readiness Review (MRR).
• Meeting and negotiating with working level and management personnel within Government and industry partners.
• Identifying and working with the necessary engineering and logistics resources to accomplish satisfying mission objectives.
• Monitor development and production metrics (schedule, cost, technical) and exercise sound judgment and advises NAVY TechRep leadership concerning the accuracy, completeness and risk associated with the data.
• Reviews progress, resolves technical problems, and directs efforts through coordination with NAVY TechRep leadership. Includes integration of efforts between laboratories, prime contractor, and Program Offices.
• Identify gaps in resources, available information, or deviation from performance to plan objectives, and recommend approaches for mitigating risk and resolving problems.
• Assists with the development of technical process instructions, standard operating procedures and plans related to product development, production and in-service projects.
• Works with USN Cyber and Systems Integrity Subject Matter Experts (SMEs) to develop cyber and SI solutions for the missile systems and associated weapons systems in the TR Portfolio, as related to the Software (SW) development.
• Work with Cyber and SI teams within the Navy and in conjunction with the missile contractor to implement Software (SW) solutions documented in the PPIP.
Collect data on contractor performance to verify performance requirements are met.
Physical: Work and perform in an office or laboratory setting. Subject to travel on short notice, both domestically and to foreign countries. Travel requirements up to 25%. Must be able to obtain and maintain a TOP SECRET clearance
