The incumbent of this position is the Lead Test Engineer for an Integrated Test Team (ITT). The ITT is comprised of
test team members represented by various NAVAIRSYSCOM disciplines and their relevant counterparts within other
DOD entities. The LTE is responsible to the Program Office, 5K department, and Naval Test Wing Pacific (NTWP)
Commodore for the overarching planning, execution, and reporting of Integrated Test. The LTE is the subject matter
expert on T&E and certification of Navy aircraft systems. The incumbent will be responsible for completion of all
integrated testing; provide planning, design, execution, data reduction, analysis, and reporting of integrated testing;
establish and track test requirements; coordinate facility and test resources; provide input to T&E budget requirements;
maintain configuration control of ship and aircraft system test articles; and act as the liaison between T&E
stakeholders and the Program Manager. The incumbent will participate in engineering technical reviews and program
cost reviews, assist in the maintenance of the Program integrated master schedule, maintain and report T&E metrics,
and be responsible for integrating test issues and risk management across the T&E WIPT.
Specific roles and responsibilities:
This position requires technical and managerial skills related to the test and evaluation of platform and installed
systems, at the Senior Engineer level, for Navy and Joint platforms in all aspects of the acquisition process. The
incumbent has Team Leader responsibility over engineers, logisticians, and program analysts.
Maintains close liaison with the Program Management office concerning policy, guidance, and utilization of test
resources. Makes recommendations to the Program Manager on matters such as test schedule and planning, and acts as
special consultant on technical matters as required.
Maintains cognizance and control over all ITT projects. Manages and supports detailed test planning in the areas of
airworthiness, ship suitability, weapons and systems integration, and mission assessment (to include sensor, weapon,
and multi-ship operations). This includes periodic reviews of all test projects for adherence to both technical and
financial milestones.
Defines requirements for manpower, and financial assets necessary to support Integrated Test and Evaluation
programs. This includes ensuring that required resources are available in a timely manner and the projected flight test
program schedules can be adhered to.
Develops, monitors and reports on the T&E program cost, schedule and overall technical performance. T&E program
metrics and management issues are reported to the Program Office. Develops T&E program budget requirements in
support of the budgeting process.
Provides status reports of testing, coordinates review of contractor's progress, and participates in the review of the Test and Evaluation Master Plan (TEMP) and other test/acquisition documents as required.
Position Duties/Responsibilities
Must maintain a Top Secret/SCI clearance level. This is a Drug Test Designated Position (TDP) and will be subject to random drug testing. Travel may be required. This a Defense Acquisition Workforce position that requires Test and Evaluation, Practitioner acquisition certification. The incumbent has 60 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
